The activation and placement voucher (AVGS) is an offer from the job center/employment agency. It is aimed at unemployed people who want to create a business plan or start their own business. What is an AVGS?
The activation and placement voucher (AVGS) is a state-supported grant for founders in Germany. It is issued by the Federal Employment Agency (BA) and is intended to help founders implement their business idea and thus pave the way to self-employment. There are also other areas of support, such as the introduction to the training and labor market.
Who is entitled to the AVGS?
All people who are registered as jobseekers with their local employment agency or job center can apply for an activation and placement voucher (AVGS).
Who is an AVGS for?
The AVGS in the category “Introduction to self-employment” is intended for people who want to start a business, who have a plausible business idea and need support in setting it up. In this case, AZAV-certified providers such as X-GROUP GmbH can provide support in the preparation of the required documents, such as the business plan and the financial plan and other areas, as part of the measure. The coaching is free of charge for the founder.

What variants are there?
The employment agency or job center can issue various activation and placement vouchers. There are the following measure goals:
- Introduction to the training and labor market
- Determination, reduction or elimination of placement obstacles
- Introduction to self-employment
- Stabilization of employment (specifically for participants from the SGB II legal group)
